The history of our organization begins since 1997, when in accordance with the Edict of the President of the Republic of Belarus from 28 July 1997, 407 on basis of the former Belorussian Institute of State Building and Legislation, created in 1992 by the Supreme Soviet of the Republic of Belarus, there was formed the National Centre of Legislative Activity under the Auspices of the President of the Republic of Belarus (hereinafter also initialized as – NCLA). The 1 November 1997 is assumed to be the foundation day of the NCLA.
The NCLA was created for purposes to raise the level of preparing drafts of legal normative acts and of forming a uniform system of the law-making activity within the republic. The level of the preparing drafts of legal normative acts in the Republic of Belarus grew considerably during 10 years of existence of NCLA owing to the efforts of its staff and employees and as a result there was created the above uniform and effectively operational system of law-making.
In conformity with the Edict of the President of the Republic of Belarus from 13 December 2007 No 630 On certain measures for improving the law-making activity and scientific researches in the field of law the NCLA has been reorganized by joining to it the public scientific institution Institute of the State and Law of the National Academy of Sciences of Belarus. The main tasks of the actual National Centre of Legislation and Legal Research of the Republic of Belarus is the effectiveness increase of the lawmaking activity as well as the intensification of importance of legal science in providing for the socio-economic and socio-political development of the republic.
