On December 21, 2004, an international seminar ”Methodological bases for forecasting the consequences of adoption (publication) of normative legal acts: national and foreign experience“ was organized. More than 70 representatives of ministries, departments, other state institutions, advocates were invited to the seminar. Employees of The National Centre of Legislative Activities under the Auspices of the President of the Republic of Belarus presented Methodological recommendations developed by the working group within the framework of the project. Following the results of the seminar, the participants approved the Methodological recommendations presented at the seminar on forecasting the consequences of adoption (publication) of normative legal acts and recommended their aftertreatment according to the application practice. It was noted that, as of today, one of the most promising areas for improving the effectiveness of forecasting the consequences of adoption (publication) of normative legal acts is the expansion of the range of expertise carried out on draft normative legal acts. In this regard, attention is drawn to the need for linguistic, financial, economic and scientific expertise adaptation of normative legal acts into the rule-making process.
More attention in the Methodological recommendations should be given to the issues related to forecasting the financial and economic consequences of the adoption of regulatory legal acts. Methodological recommendations should be supplemented by tables (forms) reflecting the main areas of public relations in which the consequences of adoption (publication) of normative legal acts are predicted, as well as indicate the main questions to which the developer of the draft act should respond to determine the expected consequences, determine which specific bodies will fill in the forms, as well as be responsible for the accuracy of the forecast, regularly involve members of the public in the development of normative regulations projects.
