Planning of the Rule-Making Activity

The planning of the rule-making activity is the first stage of rule-making process and includes the elaboration of concepts for improvement of the legislation of the Republic of Belarus, State programs in preparing drafts of legal normative acts, annual plans of preparation of the draft laws approved by the President of the Republic of Belarus. The elaboration and submission for approval by the President of the Republic of Belarus of the above concepts, State programs and annual plans shall be carried out by the National Centre of Legislation and Legal Research of the Republic of Belarus.

The draft of the annual plan of preparation of draft laws shall be developed by the Centre on a basis of:

concepts of improvement of the legislation of the Republic of Belarus, State programs of preparation of drafts of legal normative acts of the Republic of Belarus;

proposals of subjects possessing the right of legislative initiative, as well as of other state authority of the Republic of Belarus.

By working out the draft plan, the proposals that have been submitted by scientific institutions, public associations and citizens are also to be considered.

The development of draft laws on the basis of annual plans for draft law preparation is carried out since 1998.
