International cooperation

The development of effective cooperation with international organizations and interstate entities, as well as foreign organizations in the field of law and norm-making, exchange of legal information is one of the important activities of the NCLLI.

The main areas of the NCLLI’s international cooperation include:

  • conducting comparative legal research of the legislation of the Republic of Belarus and the legislation of foreign states on the basis of concluded agreements with bodies of international organizations and interstate entities;
  • preparing draft treaties and other international legal acts on the basis of concluded agreements with the bodies of international organizations and interstate entities;
  • implementation, together with international and foreign organizations, of various scientific and practice-oriented projects in the field of law, including participation in the implementation of interstate scientific programs and projects;
  • interstate exchange of legal information;
  • development of a network of the centers of access to the legislation of the Republic of Belarus outside the Republic of Belarus;
  • exchange of experience in the field of law and legal informatization;
  • joint organization and holding practical seminars, round tables and other events on topical issues in the field of law and legal informatization;
  • interaction with state bodies, scientific and other organizations, as well as individuals of foreign states, with international organizations and interstate entities on the issues within the competence of the NCLLI.

The NCLLI has experience of successful cooperation with the UNDP, the International Committee of the Red Cross, the United Nations Children’s Fund (UNICEF), the Court of the Eurasian Economic Union, the Standing Committee of the Union State, the Parliamentary Assembly of the Union State of Belarus and Russia, the Institute of Legislation and Comparative Law under the Government of the Russian Federation, the Institute of Legislation and Legal Information of the Republic of Kazakhstan, the National Center of Legislation under the President of the Republic of Tajikistan, as well as with a number of educational institutions of the Russian Federation, the Republic of Kazakhstan and other states.

In order to ensure free access to the current legislation of the Republic of Belarus for everyone, the NCLLI has created and is systematically developing a system of legal information centers outside the Republic of Belarus, which are currently numbering more than 25. These centers allow to get acquainted with the current Belarusian legislation, materials of judicial and law enforcement practice. Also, the centers can host various legal events, such as seminars, round tables, forums, conferences, etc.

In order to ensure accessibility of legislation, including for vulnerable groups of the population, various projects are being developed and implemented jointly with international organizations to increase legal awareness and literacy of society. For example, in 2017, with the support of UNESCO, a project aimed at developing the legal culture of children and adolescents through an adapted information environment – the Children’s Legal Website was implemented.

Also, the NCLLI, within the development of interaction with state bodies and other organizations of foreign states, concludes agreements on cooperation, on the basis of which it organizes and conducts joint fundamental applied scientific research, conducts joint scientific and practical, scientific and theoretical conferences, seminars, webinars and other socially significant events in the field of norm-making, legal science and education, exchange of scientific literature, experience and knowledge in the field of development of national systems of access to legal information, formation and improvement of state information and legal resources. In particular, partnerships have been established with organizations of the People’s Republic of China, the Russian Federation, the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Tajikistan and other states.
