In accordance with Article 47 of the Law of the Republic of Belarus «On Normative Legal Acts» NCLLI conducts a compulsory legal expertise of draft laws being submitted to the House of Representatives of the National Assembly of the Republic of Belarus as well as of draft laws prepared for consideration by the House of Representatives of the National Assembly of the Republic of Belarus in the first and second readings (in case of modification of a draft law in the House of Representatives of the National Assembly of the Republic of Belarus).
Compulsory legal expertise results in issuing a legal opinion which should contain conclusions based on the criteria for assessment of a draft normative legal act.
In addition, in accordance with part two of paragraph 1 of Article 47 of the Law of the Republic of Belarus «On Normative Legal Acts», as well as subparagraph 6.1 of paragraph 6 of the Regulations on the National Center for Legislation and Legal Information, approved by Decree of the President of the Republic of Belarus dated March 14, 2024 No. 96, on behalf of the President of the Republic of Belarus or the Administration of the President of the Republic of Belarus, the National Center for Legislation and Legal Information carries out a legal examination of other legal acts (their drafts).
