As part of the implementation of subclause 4.2 of clause 4 of Article 78 of the Law of the Republic of Belarus of July 17, 2018 No. 130-Z «On Normative Legal Acts» and in order to informatize the process of preparing draft normative legal acts, the National Centre of Legislation and Legal Research and the National Center of Legal Information, together with the Ministry of Justice, created the databank of legal information «Norm-making».
The thematic databank of legal information «Norm-making» is integrated into the information retrieval system «ETALON» and consists of two main sections:
- a section that includes the texts of normative legal acts regulating the norm-making process and methodological materials;
- a section containing templates for draft normative legal acts in Russian and Belarusian, including those formalizing decisions regarding treaties.
The section «Normative regulation and methodical materials» contains more than 60 normative legal acts regulating norm-making activities, including the preparation of normative legal acts, conducting expertise, public discussion, forecasting the consequences of adoption, adoption (issue) and official publication of these acts, as well as various methodical materials (definitions of concepts, design rules, design examples, etc.).
The databank of templates for draft normative legal acts contains more than 280 templates of:
- draft laws of the Republic of Belarus;
- draft edicts of the President of the Republic of Belarus;
- draft resolutions of the Council of Ministers of the Republic of Belarus;
- draft resolutions of norm-making bodies, including draft resolutions of the Board of the National Bank of the Republic of Belarus and the order of the Prosecutor General of the Republic of Belarus;
- draft decisions of the local Council of Deputies and the local executive committee;
- draft normative legal acts formalizing decisions regarding treaties.
Each template for a draft normative legal act is presented in both Russian and Belarusian languages. Working with a specific template is carried out by exporting it to the Microsoft Word editor, while font design, indentation, line spacing and compliance with other design requirements are automatically ensured.
