The Standard Databank of Legal Information of the Republic of Belarus (SDLI) is the main state information and legal resource, which is formed and maintained by the NCLLI and is a set of databanks «Legislation of the Republic of Belarus», «Decisions of the Bodies of Local Government and Self-government», «Treaties».
The formation of the SDLI is carried out on the basis of legal acts received by the NCLLI through official mailing from state bodies. The information content of the resource is the daily processing and inclusion into it of legal acts received during the day in the National Register of Legal Acts of the Republic of Belarus. The basis for systematization is the Unified Legal Classifier of the Republic of Belarus, developed by the NCLLI and approved by the Edict of the President of the Republic of Belarus of January 4, 1999 No. 1 «On Approval of the Unified Legal Classifier of the Republic of Belarus.»
All SDLI documents are kept in an updated state in accordance with the changes made to them.
At the same time, previous editions of legal acts are preserved, and changes are formalized with an appropriate link indicating the requisites of the documents on the basis of which the changes were made.
Legal acts recognized as having lost force in accordance with the established procedure are formalized with an appropriate link indicating the requisites of the document by which the loss of force is recognized, with preserving the text of this act in the databank.
Maintaining the SDLI is essential for organizing the dissemination of complete, up-to-date and reliable legal information.
The SDLI consists of the following databanks (DB):
DB «Legislation of the Republic of Belarus»:
- Constitution of the Republic of Belarus;
- decisions made by the republican referendum;
- decisions of the All-Belarusian People's Assembly;
- edicts of the President of the Republic of Belarus;
- laws of the Republic of Belarus;
- resolutions of the chambers of the National Assembly of the Republic of Belarus;
- resolutions of the Council of Ministers of the Republic of Belarus;
- conclusions and decisions of the Constitutional Court of the Republic of Belarus, messages of the Constitutional Court of the Republic of Belarus to the President of the Republic of Belarus and the chambers of the National Assembly of the Republic of Belarus on the state of constitutional lawfulness in the Republic of Belarus, Rules of Procedure of the Constitutional Court of the Republic of Belarus;
- resolutions of the Plenum of the Supreme Court of the Republic of Belarus on the issues of application of legislation arising during the consideration of court cases, Rules of Procedure of the Plenum of the Supreme Court of the Republic of Belarus;
- normative legal acts of the Committee of State Control, the Investigative Committee, the State Forensic Examination Committee, the Administrative Department of the President of the Republic of Belarus and other state bodies directly subordinate (accountable) to the President of the Republic of Belarus;
- normative legal acts of the National Bank of the Republic of Belarus, ministries and other republican state bodies;
- other legal acts of the Republic of Belarus.
DB «International Treaties»:
- international treaties of the Republic of Belarus, including amendments, protocols, annexes thereto and other documents that are an integral part thereof;
- legal acts adopted within the Union State, the Commonwealth of Independent States, the Eurasian Economic Union and other interstate entities.
DB «Decisions of the Bodies of Local Government and Self-government»:
- normative legal acts of regional, Minsk city Councils of Deputies, regional executive committees, Minsk City Executive Committee, local Councils of Deputies, executive and administrative bodies of the basic territorial level.
A copy of the standard databank of legal information is distributed as part of the information retrieval system «ETALON» and «ETALON-ONLINE».
The databank of draft laws of the Republic of Belarus was created on the basis of the Edict of the President of the Republic of Belarus of July 24, 1998 No. 376 «On Creation of a Computer Databank of Draft Laws of the Republic of Belarus.»
Currently, the formation and maintenance of the databank is carried out by the National Center for Legislation and Legal Information of the Republic of Belarus in accordance with Edict of the President of the Republic of Belarus of February 24, 2012 No. 105 «On the Databank of Draft Laws of the Republic of Belarus.»
The databank of draft laws of the Republic of Belarus is an organizational and technical system that includes information about draft laws (laws) and a systematized set of information about them.
The Internet version of the databank of draft laws of the Republic of Belarus provides access to the texts of draft laws submitted by the subjects of the right of legislative initiative to the House of Representatives of the National Assembly of the Republic of Belarus, to information about their passage through the relevant stages of the legislative process.
In addition, the NCLLI carries out formation and maintenance of the databanks «Judicial Practice», «Law Enforcement Practice», «Forms of Documents», as well as other databanks of legal information.
