National Register of Legal Acts of the Republic of Belarus
The National Register of Legal Acts of the Republic of Belarus is a registration system of legal acts.
The maintenance of the National Register is carried out in accordance with the Edict of the President of the Republic of Belarus of July 20, 1998 No. 369 «On the National Register of Legal Acts of the Republic of Belarus».
The National Register is maintained for the purposes of:
- ensuring a unified system of legislation of the Republic of Belarus;
- creating the standard databank of legal information and forming a fund of legal acts, keeping them in an updated state in electronic form;
- ensuring timely informing of state bodies, other organizations and individuals about legislation;
- carrying out interstate legal information exchange.
The following acts are to be included into the National Register:
- Constitution of the Republic of Belarus;
- decisions made by the republican referendum;
- decisions of the All-Belarusian People’s Assembly (unless otherwise determined by the All-Belarusian People’s Assembly);
- edicts, executive orders of the President of the Republic of Belarus;
- laws;
- treaties of the Republic of Belarus;
- resolutions of the House of Representatives of the National Assembly of the Republic of Belarus;
- resolutions of the Council of the Republic of the National Assembly of the Republic of Belarus;
- resolutions of the Council of Ministers of the Republic of Belarus;
- executive orders of the Prime Minister of the Republic of Belarus;
- conclusions and decisions of the Constitutional Court of the Republic of Belarus, messages of the Constitutional Court of the Republic of Belarus to the President of the Republic of Belarus and the chambers of the National Assembly of the Republic of Belarus on the state of constitutional lawfulness in the Republic of Belarus, Rules of Procedure of the Constitutional Court of the Republic of Belarus;
- resolutions of the Plenum of the Supreme Court of the Republic of Belarus on the issues of application of legislation arising during the consideration of court cases, Rules of Procedure of the Plenum of the Supreme Court of the Republic of Belarus;
- legal acts of the Administration of the President of the Republic of Belarus, unless otherwise provided by the Head of the Administration of the President of the Republic of Belarus;
- normative legal acts of the Committee of State Control, the Investigative Committee, the State Forensic Examination Committee, the Administrative Department of the President of the Republic of Belarus and other state bodies directly subordinate (accountable) to the President of the Republic of Belarus;
- normative legal acts of the National Bank, the National Academy of Sciences of Belarus, ministries and other republican bodies of state administration;
- normative legal acts of regional, Minsk city Councils of Deputies, regional executive committees, Minsk City Executive Committee, local Councils of Deputies, executive and administrative bodies of the basic territorial level;
- decisions made by regional, Minsk city, district, city (cities of regional subordination) referendum;
- technical normative legal acts*, which, in accordance with legislative acts and resolutions of the Council of Ministers of the Republic of Belarus, are obligatory for compliance by legal entities and individual entrepreneurs;
- other legal acts of a normative nature.
* - With the exception of technical normative legal acts approved by legal entities and individual entrepreneurs.
